When the VA Secretary sends the department’s budget to Congress with the President’s budget each year, the Secretary must include information about the Veterans Housing Benefit Program Fund. The report must describe how the fund worked in the previous fiscal year and say whether the fund needs any appropriations for the fiscal year the budget is sent and for the next fiscal year. The report must give financial data for the prior, current, and next fiscal years. It must estimate revenues by source (fees under sections 3729(a) and 3729(b) for assumed loans, investment income, sales of foreclosed properties, loan asset sales, and other sources). It must also report how loan defaults were handled, including costs and counts of each type of disposition. The report must include a plain, short summary of each housing program’s financial activity and must not refer to financing accounts, liquidating accounts, or program accounts.
