The Secretary can settle certain money-damage claims against the United States under 28 U.S.C. 1346(b) or 2672 or 38 U.S.C. 7316, but only when the Attorney General gives that power and not beyond the authority the Attorney General gives to U.S. attorneys. "Settle" means to look into and resolve a claim, either by paying it all, paying part of it, or denying it. The Secretary may pay tort claims that happen in foreign countries and are connected to Department operations abroad, using the process in the first paragraph of 28 U.S.C. 2672. A claim must be given to the Secretary in writing within two years after it arises.
