People who should have received benefits from the Secretary but had those benefits stopped or withheld must be paid the full amounts that were not paid, unless they were guilty of mutiny, treason, sabotage, or helping an enemy. This includes money already turned over to the Treasury or held in the special deposit account. The Secretary will tell the Treasury how much to reimburse the Department or record as miscellaneous receipts. No payment will cover any time before the date a claim is filed for people whose awards were ended or payments withheld before July 1, 1954 because they were citizens or subjects of Germany or Japan living in those countries.
