Require the Secretary to include in the Veterans Benefits Administration’s yearly report clear facts about fiduciaries who get payments for beneficiaries. The report must show how many beneficiaries are in each group (veteran, surviving spouse, child, adult disabled child, or parent) and what kinds of benefits are paid (compensation, pension, Dependency and Indemnity Compensation, death pension, or benefits for a disabled child under chapter 18). The report must also show total and average annual amounts paid to fiduciaries by category and benefit type; counts of fiduciaries by relationship or role (spouse, parent, legal custodian, court-appointed or institutional fiduciary, custodian in fact, and supervised direct payee); how many fiduciaries were replaced for misusing funds and how those cases were handled and resolved (including number and dollar amounts reissued); how many cases were sent to the Office of the Inspector General and what actions followed; the total money the Government recovered; and any other related information the Secretary thinks is appropriate.
