The VA must give a photo ID card to any veteran who asks for one, shows a DD‑214 or another official military record that proves their service, and pays the fee. The card shows the veteran’s photo and name, has an ID number that is not a Social Security number, says that the card is not proof of VA benefits, and serves only to show the person served and that an official service record exists. The VA must charge a fee for new and replacement cards that covers the cost of the program. The fee level will be reviewed every five years. Money from fees goes into the VA’s account and is used under normal budget rules. The VA must keep card information safe, set rules for replacing cards, work with the National Personnel Records Center, and may run outreach about the card. Having the card does not give a veteran any VA benefits and does not change other VA ID cards already given to veterans in the VA health care system.
