The Secretary of Veterans Affairs, and staff the Secretary gives authority to, can order people to come to hearings (within 100 miles), require papers or other evidence, take sworn statements, help people prepare and present claims, and investigate and question witnesses about VA matters. Anyone called to testify must get the same fees and travel pay that witnesses receive in U.S. district courts.
