The Secretary must set up and run veterans assistance offices across the United States, its territories and possessions, and Puerto Rico where needed. The Secretary may also keep offices on military bases located elsewhere after talking with the Secretary of Defense and considering any advice from the Secretary of Labor. When choosing locations, the Secretary must consider where recently discharged veterans live, the needs of veterans who are educationally disadvantaged (including access to outreach), and the need for outreach in sparsely populated areas.
