Title 38 › Part PART V— - BOARDS, ADMINISTRATIONS, AND SERVICES › Chapter CHAPTER 72— - UNITED STATES COURT OF APPEALS FOR VETERANS CLAIMS › Subchapter SUBCHAPTER I— - ORGANIZATION AND JURISDICTION › § 7254
The court must have an official seal that the court will recognize. It can hear cases with a single judge or in judge panels. Panels must have at least three judges. The court makes the rules for forming panels and naming a panel chief. A majority of judges is needed for the court or a panel to act. Empty seats do not stop the court or a panel from working. The chief judge leads any session they attend. Other judges lead by who was appointed first. If two judges were appointed the same day, the older judge leads. Judges can give and swear oaths.
