Creates an Office of Rural Health inside the Department under the Office of the Under Secretary for Health. The Office is led by a Director who the Under Secretary must appoint from qualified people. The Office helps the Under Secretary study, coordinate, promote, and share research about problems rural veterans face. It works with VA staff to develop and spread policies, best practices, and new programs to improve care for veterans in rural areas. The Office must name a person in each Veterans Integrated Service Network (VISN) to coordinate its work there and may carry out other duties the Secretary or Under Secretary finds appropriate. The Office includes veterans rural health resource centers as satellite offices. Their jobs are to learn about challenges rural veterans face, find gaps in care, design better ways to deliver health services, and create tools or programs to be used across the VA.
