The Secretary must create an advisory committee whenever there is a contract or agreement with a school, college, medical center, hospital, or other public or nonprofit group to train health workers. The committee can cover one institution, several fields, or a region when that works. The Secretary picks the members, who must include Department staff (including full‑time staff) and people from the partner institution, and sets how many members there are and how long they serve. The Chief of the Nursing Service, or their designee, must be a member of every policymaking committee at each Department health facility. Those policymaking committees include groups that deal with budget, education, staffing/position management, clinical leadership, planning, resource allocation, and the dean’s or other advisory committee mentioned above.
