The Secretary must pick up to 25 VA health-care sites to run centers for geriatric research, education, and clinical care, acting on the Under Secretary for Health’s recommendation and setting them up if money is provided. Each facility that was already running such a center on August 26, 1980, must be kept as a center unless the Under Secretary says it fails to meet the rules or has not shown it can do the job. The Secretary must also make sure the centers are spread out across the country. A special review panel set up by the Assistant Under Secretary for Health must judge new proposals and say which meet the highest scientific and clinical standards. A facility can only be chosen if that panel rates its proposal highly and the Secretary (with the Under Secretary’s advice) finds the facility has or can develop: a link with an accredited medical school for geriatrics training with rotations through nursing homes or extended-care units; training for nurses and allied health staff through similar rotations; the ability to attract creative research scientists; a policymaking advisory committee made up of facility and school representatives; and the ability to evaluate its work. The panel must be made of geriatrics experts, serve as consultants for no more than six months, review proposals, report their views, and is not subject to chapter 10 of title 5. Before funding new centers, the Secretary must make sure the older, required centers have enough money. Congress may appropriate the sums needed for research and education, the Under Secretary will allocate money from the Department medical services and medical and prosthetics research accounts as appropriate, and research at these centers can compete for and get priority for geriatrics and gerontology research funds.
