VA facilities may only give mammograms if a private nonprofit picked by the Secretary has accredited them and meets the accrediting-body standards in section 354(e) of the Public Health Service Act. The Secretary, with HHS, must set quality rules for doing and reading mammograms and for the equipment and facilities. Those rules must be at least as strict as the HHS standards in section 354(f). The Secretary must arrange yearly inspections of VA mammogram equipment and facilities like the inspections in section 354(g). A State agency may not do those inspections. Mammograms done for the VA by outside providers must meet the section 354 quality standards. "Mammogram" means the term in section 354(a)(5).
