Set up a Committee on Care of Severely Chronically Mentally Ill Veterans inside the Veterans Health Administration (VHA). The Secretary, through the Under Secretary for Health, must pick VHA employees who know how to care for chronically mentally ill veterans to serve on the committee. The committee must keep checking how well the VHA meets the treatment and rehab needs of veterans with severe, long‑term mental illness who are eligible for VA care, including women veterans. It must review the care given, spot systemwide problems, point out specific facilities that need better programs, and find successful programs that should be used more widely. The committee will advise the Under Secretary on policy and recommend improvements for facility programs, staff training, research priorities, and how to use resources. By April 1, 1997 the Secretary must report to the Senate and House Veterans’ Affairs Committees on implementation, including members, the Under Secretary’s assessment (systemwide and facility‑by‑facility), the committee’s plans, findings and recommendations and the Under Secretary’s views, and the steps, timetable, and resources for improvements. The Secretary must then send updates by June 1 each year through 2012.
