The Secretary may let the Under Secretary for Health pay things like advance pay, hiring or moving bonuses, retention bonuses, and interview expenses to certain VA health personnel or job candidates. Those payments are made under existing federal pay rules and do not count toward a separate pay cap used for other limits. To recruit and keep top pharmacist leaders in the Veterans Health Administration, the Secretary may let the Under Secretary give a special incentive pay up to $40,000 a year. The Under Secretary must weigh job grade, job complexity, the person’s skills, local labor market, and other relevant factors. That pay is extra on top of regular pay. It is treated as basic pay for most purposes, including retirement under chapters 83 and 84 of title 5, but it is not basic pay for adverse action rules. The total yearly pay (including bonuses and awards) cannot exceed the annual pay of the President.
