The Under Secretary for Health must decide how people are picked for training at the Centers. Career staff of the Administration must be given priority. If space is available, health and medical workers from outside the Administration can be trained at the Centers if they pay for it. Payment can include reciprocal training under sharing agreements made by the Under Secretary for Health and the other organizations’ leaders. Any money received must be put into the proper Department medical appropriation account.
