If money is available, the Secretary must create a scholarship program to help people who are studying for a degree or certificate in visual impairment, orientation and mobility, or both. Students must be at an accredited school in a State and must sign the agreement required by section 7504. The goal is to increase qualified blind rehabilitation specialists for the Department and the Nation. The Secretary must advertise the program nationwide, with extra outreach to schools that have many Hispanic students and to Historically Black Colleges and Universities.
