That agreement requires the person to serve a set period working for the Department in exchange for educational payments. When the Secretary gives out the forms, they must include a plain summary of the applicant’s rights and responsibilities and a full description of the program and service rules. If the Secretary approves the application, the Secretary must quickly notify the person in writing. The person becomes a program participant once the Secretary approves the application.
