To join the Educational Assistance Program under subchapters II, III, V, VI, VIII, or IX, a person must send an application and an agreement (see section 7604) that promises a period of service in the Veterans Health Administration in return for education payments. For subchapter VII, a person only needs to send an application. A person becomes a participant when the Secretary approves the application and accepts the agreement if one is required. The Secretary must give written notice of approval right away. Application and agreement forms must include a clear summary of rights and duties, a plain explanation of any damages the United States can claim if the agreement is broken, and the full terms for program participation and VHA service. Forms and information must be provided early enough for people to prepare them. Applicants who already received program help but did not finish their course get priority.
