The Secretary can hire contractors to build or change projects when it benefits the United States. The Secretary can also get architects and engineers, or hire their firms, for any authorized medical facility work. Those architects or firms cannot be hired as permanent employees. The Secretary must run and oversee all such construction. That includes interpreting and enforcing contracts, approving materials and workmanship, approving contract changes, certifying payments to contractors, and completing the final contract settlement.
