Allows the Secretary, with the President’s approval, to use United States buildings, structures, and grounds that existed on March 3, 1925, as medical facilities. The President can transfer those places to the Department by Executive order when the Secretary asks. The President can order federal architects, engineers, builders, or other departmental staff to help build or change medical facilities. The President can also hire private people or companies for that work and pay them what the President finds reasonable.
