Money moved under section 8122(a)(2)(C) must be kept in a revolving fund that does not expire each fiscal year. The fund must be kept in a checking account with the Treasurer of the United States. The money can only be spent, and only as Congress approves, to build, change, or buy nursing home facilities (including the land). Any bill that allows spending over $2,000,000 on such a project is treated as an appropriation for a major medical facility project under section 8104(a)(2).
