The Secretary can give easements or rights to cross and use federal land he controls to a State, a state agency or local government, or a public utility company, on whatever terms he sets. Those grants can let utilities use the routes as allowed by the State’s highway rules. The Secretary can also give the State partial, shared, or full control of the land, and may accept land from the State in exchange and take needed control over that land. If a granted easement or right-of-way is abandoned or not used, it ends and the land goes back to the United States or its chosen assignee.
