The Secretary may transfer full ownership of leased property to the lessee if, during the lease or within 30 days after it ends, the Department no longer needs the property. The Secretary can do this only if he decides it is better for the Department than using the rules in sections 8118 or 8122, and the transfer can require cash at fair value and other terms the Secretary sets. At least 45 days before the transfer, the Secretary must tell the congressional veterans’ affairs committees and publish a notice in the Federal Register. The notice must explain the background, reasons, and economic facts for the transfer (including a cost‑benefit summary) and describe the method, terms, and conditions.
