Sets the meanings of important words used in the subchapter. "Appropriate congressional committees" means the Senate and House Veterans’ Affairs Committees and their Appropriations Committees. "Information technology" has the meaning given in 40 U.S.C. 11101. An "information technology project" is any Department project or program to buy or put in place information technology; when reported to OMB it can be a single project or a group of related projects. "Life cycle costs" are all direct and indirect costs to buy, set up, run, and maintain the technology. A "major information technology project" is one labeled major under 40 U.S.C. 11302 or one the Secretary estimates will cost over $1,000,000,000 total life cycle costs or over $200,000,000 per year (both amounts adjusted for inflation under 41 U.S.C. 1908). A "business owner" is the program or project manager or other supervisor responsible for the project.
