The Secretary may make agreements to help state-supported colleges start a new medical school. The help can pay to fix or change buildings and to supply equipment. The help can also give grants to pay faculty salaries during the first 12-month period of the school and the next six 12-month periods, with the federal share capped at 90% for the first three periods, 80% for the fourth, 70% for the fifth, 60% for the sixth, and 50% for the seventh and eighth periods. The Secretary cannot make a deal unless there is a finding and written assurance that the State or other sources will provide enough money, the school’s plans meet appropriate standards, the school will keep useful arrangements with the Department medical facility it works with, and after talking with the proper accreditation body there is reason to believe the school will become accredited in a reasonable time. Any agreement must include terms to protect the United States. The Secretary can stop assistance if the school stays unaccredited past a reasonable time, breaks the agreement in a major way, or stops operating for the funded purpose.
