Medical schools that have an agreement with the Department can apply to the Secretary for a grant to help carry out projects and programs at the Department medical facility they work with. Grants cannot be used to build any building that is not on land controlled by the Secretary. Applications must include whatever information the Secretary asks for. The Secretary will only approve a grant if four things are true: (1) the projects will make a significant contribution to improving the school’s medical education, including continuing education; (2) the application shows Federal funds will be supplemented by other funds or resources, public or private; (3) the application describes fiscal controls and accounting procedures to ensure Federal funds are properly spent and tracked; and (4) the application provides for making reports, keeping records, and giving the Secretary access to verify those reports.
