The Secretary must pay out money from the General Post Fund and follow the rules in section 8523 of this title. If a donor said the gift must be used for a specific allowed purpose, the Secretary must use the gift that way after deducting expenses, but a mere nonbinding wish will be followed only if it is proper and practical. If the donor wanted the gift to help people in U.S. hospitals, homes, or other institutions run by a different official, the Secretary must send the money (after expenses) to the institution’s governing authority or otherwise provide it so those people benefit, and must try to follow the donor’s wish as closely as possible.
