The Postal Service must recognize only one labor group when a majority of the employees in the proper group choose that group as their representative. Contracts that were in effect when the Post Office Department became the Postal Service remain in effect until they are lawfully changed. Under rules set by the National Labor Relations Board, employees, a group of employees, or a union can file a petition if many workers want representation but the Postal Service refuses, or if the current union is no longer the representative. The Postal Service can also file if a union claims to be the representative. Employee petitions must include a statement signed by at least 30 percent of the workers in the group asking for an election. Parties can agree to skip hearings and hold a consent election under NLRB rules.
