The Comptroller General will audit Postal Service accounts and report to Congress as he decides. The Postal Service must keep internal audits of its finances and, unless this chapter says otherwise, may make expenditures, enter contracts, and settle claims and lawsuits. It may also hire certified public accountants for extra audits. Beginning with the fiscal year after June 30, 1971, an independent CPA must certify each year any financial statements used to set postal rates.
