The Board must run and watch over the Postal Service’s spending, practices, and policies, and carry out other duties the law gives it. If some seats are empty, the Board can still act as long as enough members remain to make a quorum. The Board votes by majority of those present. Six members present make a quorum. Picking, removing, or setting pay for the Postmaster General needs more than half of all Governors to vote yes. Picking or removing the Deputy Postmaster General needs that same majority and the Postmaster General’s yes. No U.S. officer or employee may also serve as a Governor. A Governor may hold other work so long as it does not conflict with their Postal duties.
