Establishes a Postal Service Advisory Council led by the Postmaster General, with the Deputy Postmaster General as vice chair. The President appoints 11 more members: 4 nominated from postal labor unions, 4 who represent big mail users, and 3 who represent the public. Members serve 2-year terms, but at the start two labor reps, two major-user reps, and one public rep serve only 1 year. If someone leaves early, their replacement serves the rest of that term. The Postal Service must ask the Council for advice on all parts of its operations. The public members get paid the same daily amount as Level V of the federal Executive Schedule (see 5 U.S.C. 5316). All members are reimbursed for travel and reasonable meeting expenses.
