The Postal Service must collect money owed to it. It also must collect and turn over fines, penalties, and forfeitures that come from matters that affect the Postal Service. It can adjust, pay, or credit the account of a postmaster or of a military person doing postal work if there is a loss of Postal Service funds, postage, or other accountable papers. It can also set penalties when people fail to give required accounts. If someone is disabled or is said to owe money because of Postal Service work, the Postal Service must decide if it should act. If it decides to act, it can remove the disability or it can settle, release, or cancel the claim on terms it thinks are fair.
