Use money the United States is owed from another country to cover amounts that country owes for international money orders or for mail carried by U.S. airlines. The Postal Service can do this when it has set the transportation charges to that country and when the United States must collect those airline fees. When the Postal Service uses these offsets, it must credit the foreign country, pay the airline what it is owed, and put the U.S. share into the Postal Service Fund. The Postal Service may also advance money to an airline from funds for other countries if collections are expected and funds are available. If the debt is not collected within 12 months, the U.S. can deduct the unpaid amount from future payments to the airline. The Postal Service must keep proper accounting records.
