The Postal Service must prepare a program performance report every fiscal year and include it in its annual comprehensive statement. The report must list the performance measures from its plan and show the actual results compared to the goals. If goals are described as "minimally effective" or "successful," the report must say which category the results fit or if they meet neither. For fiscal year 2000 include one prior year’s results; for 2001 include two prior years; for 2002 and later include three prior years. Each report must review how goals were met, evaluate the plan, explain any missed goals with reasons and plans or recommended actions if a goal is impractical, and summarize the program evaluations done that year.
