Title 39 › Part PART IV— - MAIL MATTER › Chapter CHAPTER 30— - NONMAILABLE MATTER › § 3002a

Last updated Apr 6, 2026|Official source

Summary

Locksmithing devices cannot be mailed. The Postal Service will not carry or deliver them and will dispose of them unless they are sent to one of four recipients: a lock maker or distributor, a legitimate locksmith, a legitimate repossessor, or a motor vehicle maker or dealer. A "locksmithing device" means one of three things: a non-key tool that moves the small parts inside a lock through the keyhole to open it; a non-key tool made to open or bypass a lock without permission; or a tool used to make an impression to copy a key or similar security device.
