When the Secretary of Agriculture creates a quarantine that stops common carriers from moving plants out of a State or area, the Secretary must give the Postal Service written notice. The Postal Service must post that notice in post offices in the affected area and tell the public about the quarantine and related federal criminal rules. Plants covered by such a quarantine cannot be mailed if they are sent from or first enter the mail inside the quarantined area. After talking with the Agriculture Secretary, the Postal Service may write rules to allow certain plants to be mailed if the mailing follows required steps like inspection, disinfection, and certification. The Plant Quarantine Act was enacted August 20, 1912. "Plant" means plants, fruits, vegetables, roots, bulbs, seeds, nursery stock, and other things that can carry plant diseases or pests.
