Defines key words used in this chapter. "Penalty mail" is official mail, except franked mail, that can be sent without paying postage. "Penalty cover" is the envelope, wrapper, label, or card used for penalty mail. "Frank" is a signature or mark that lets certain people (see sections 3210–3216 and 3218 and sections 733 and 907 of title 44) send mail without postage. "Franked mail" is mail sent under a frank. "Members of Congress" means Senators, Representatives, Delegates, and Resident Commissioners. "Missing child" has the meaning in section 403(1) of the Juvenile Justice and Delinquency Prevention Act of 1974.
