Postage for the kinds of mail named in former section 4554 must be the same for all pieces of the same weight and must not change based on how far they go. The discounted rates in former section 4554(b)(1) only work when two things are true: the mail is one of the materials listed in former section 4554(b)(2), and it is sent between certain parties — either between listed institutions or organizations; between such an institution and an individual (not someone who stands to profit from selling or promoting the materials); between such an institution and a qualified nonprofit (see former section 4452(d)); or between such an institution and a publisher when the institution ordered the materials for delivery to itself.
