Title 39 › Part PART IV— - MAIL MATTER › Chapter CHAPTER 36— - POSTAL RATES, CLASSES, AND SERVICES › Subchapter SUBCHAPTER VI— - GENERAL › § 3685
Owners of magazines or newspapers that use periodical mail rates must give the Postal Service, and print in the publication once a year, the information the Postal Service asks for. That includes who runs and owns the paper, corporate owners and stockholders when relevant, known lenders or other security holders, how many copies are sent, how they are distributed, whether people pay for them, and any other facts needed to check eligibility. Publications must also provide more information when the Postal Service asks. The Postal Service will make rules and may suspend or cancel periodical mail privileges if a publisher does not provide the required information.
