The Postal Service may run one or more bonus programs for senior executives to help meet the chapter’s goals. These programs can pay bonuses above the usual limit in the last sentence of section 1003(a) only if the Board of Governors approves a Postal Service request in the Board’s required form. Any extra award must not push a person’s total pay above the annual pay of the Vice President (as set in section 104 of title 3) for the calendar year when the award is paid. The Board must certify that the performance appraisal system for those employees makes meaningful distinctions based on relative performance. The Board can suspend or revoke approval if the system stops meeting that standard. The Board may also allow up to 12 critical senior officers to be paid up to 120 percent of the Vice President’s annual pay. For each such payment, the Board must notify the Director of OPM and Congress within 30 days with the employee’s name, why the job is critical, and the reason the payment is warranted. The Postal Service must list in its section 2401(e) statement each person who received a payment under these rules, the amount, and how much the usual limit was exceeded. The Board may issue rules to run this program.
