The Postal Service and the Department of State can agree to run tests to see if State Department staff can provide postal services at USPS branch offices inside U.S. diplomatic missions abroad where no office exists under section 406. If the tests show it is practical and helps the public, the Postal Service may open those branches and the Department of State can supply the staff. The Department of State must repay the Postal Service for extra costs the Postal Service identifies, including transportation. Each agreement must require that payment, let the Postal Service end the agreement if payment is not made, and include other needed terms, such as closing a branch if a section 406 office is later opened in the same place.
