Five people make up the Postal Regulatory Commission. The President appoints them with Senate approval to six-year terms. They must be picked for their technical skills and experience in areas like economics, accounting, law, or public administration and must have the abilities needed under the Postal Accountability and Enhancement Act. The President can remove a commissioner only for cause, and no more than three can be from the same political party. Commissioners cannot have money tied to private mail-delivery companies. They may stay on after a term ends until a successor is ready, but not more than one year. The President names one commissioner as Chairman. The commissioners choose a Vice Chairman by majority vote, and that person fills in when the Chairman is absent.
