Captains leaving the U.S. may not carry letters that started in the U.S. if those letters did not go through the U.S. mail or if they are not about the ship’s cargo, except as allowed by section 601. The port officer must make the captain swear he does not have and will not take such letters. If a ship arrives with those letters, the captain must leave them at the port post office, except as provided in section 1699 of title 18.
