If a Member of Congress keeps a place to live in a State to attend sessions of Congress, that State or its local governments must not call that Member a resident for state income tax. The State also must not tax the pay the United States gives that Member as income from work in that State. “Member of Congress” includes delegates from the District of Columbia, Guam, and the Virgin Islands, and the Resident Commissioner from Puerto Rico. “State” includes the District of Columbia.
