Provide targeted federal help to the Appalachian region so it can grow its economy and build the public facilities it needs. Federal, state, and local governments must work together and focus public money where it will do the most good. States will suggest which local projects get help. As roads, utilities, schools, and job training improve, the region should attract different kinds of businesses and become more self-supporting through a stronger private economy. Congress also wants growth to protect the region’s environment and way of life, especially given changing national priorities by December 31, 1975. The plan calls for careful planning around energy changes so benefits are increased and harm is reduced. After November 13, 1998, the law also emphasizes building infrastructure and industry, supporting entrepreneurs, improving workers’ skills, using new technologies (including eco-industrial ideas), expanding business access to technical and financial help, and giving extra attention to the most distressed areas so people there have a fair chance at the nation’s quality of life.
