Allows the Appalachian Regional Commission to give technical help, grants, contracts, or other funding to people and groups in the Appalachian region for projects that train entrepreneurs, improve access to loans and investment (for example by helping create venture capital funds), help communities plan economic development, build networks of business incubators, and support organizations that offer incubator services. Business incubator service means help for new businesses, such as legal help (charters, agreements, contracts), help protecting inventions and brands (patents, trademarks), help using advanced technology and the Internet, and help with planning, marketing, or advertising. For any grant-eligible activity, up to 50% of the cost may come from these appropriated funds; if the project is in a county with a distressed designation under section 14526, up to 80% may come from these funds; if in an at-risk county under section 14526, up to 70% may come from these funds. Funding can be used alone or combined with other federal or nonfederal money, and the Commission may use these amounts to increase the federal share under other federal programs as it decides.
