The Appalachian Regional Commission can give technical help, grants, contracts, or other money to people and groups in Appalachia for projects that boost energy efficiency, increase renewable energy use (especially biomass) for fuels, electricity, and heat, and help develop regional conventional energy using advanced technology that cuts emissions, including greenhouse gases. Those funds can cover up to 50% of a project’s cost. For counties officially labeled "distressed" the funds can cover up to 80%, and for counties labeled "at‑risk" up to 70%. The grants can be combined with other federal or nonfederal money, and the Commission may use these funds to raise the federal share allowed under other programs if it decides that is appropriate.
