The Appalachian Regional Commission may give technical help, grants, contracts, or other money in the Appalachian region for projects that study or support a large ethane storage hub. Eligible projects include research on a hub that can store and move more than 100,000 barrels per day of hydrocarbon feedstock with a minimum heating value of 1,700 Btu per standard cubic foot, work that strengthens the local economy, and projects to create a regional energy hub for natural gas and natural gas liquids, including hydrogen made by steam methane reforming. ARC funding usually can pay up to 50% of a project’s cost, but up to 80% in distressed counties and up to 70% in at‑risk counties. ARC money can be combined with other federal funds or other sources. ARC may also raise the federal share under other programs when it decides that is appropriate.
