To get the program benefits, a State or its local government must keep its own spending for the part of the State in the Appalachian region at least as high as the average of the State’s own spending in the two full fiscal years before March 9, 1965. When figuring that average, do not count money spent for participation in the Dwight D. Eisenhower System of Interstate and Defense Highways or any local or federal funds. If the part of the State in the region lost a lot of people or if past spending on a specific program was much higher than the area now needs, the Commission can recommend to the President that the required spending level be lowered.
