With each yearly budget request, the head of every executive agency must send a short report on vehicle costs. The report must show last year’s total costs for buying, keeping, leasing, using, and getting rid of vehicles (showing both payment commitments and actual payments), and give estimates for the current and next fiscal year. The agency must also explain why its vehicle needs cannot be met by the government fleet service, a qualified private fleet manager, or any cheaper option. The report must be prepared following the existing rules for these statements.
